NC is Looking to Regulate Towing Companies

A bill in the North Carolina General Assembly, House Bill 199, aims to reform the towing industry by creating a Towing and Recovery Commission to oversee nonconsensual towing and booting. If passed, the bill would:

* Require towing companies to obtain permits

* Limit fees

* Enforce signage requirements

* Create a searchable database for locating towed vehicles

Supporters argue the bill addresses predatory towing practices. However, some in the industry, like Mark Gabriel of Hooked Up Towing in Wilmington, are skeptical it will make much difference. Gabriel says his company already follows proper signage standards and documents all jobs thoroughly. He notes that most of their tows are initiated by property owners, not the company itself.

The bill is currently in the House Finance Committee, with implementation potentially starting in 2026. Read more at wwaytv3.com.

Brunswick County Water Treatment Plant Sees Delays

Brunswick County officials report that the contractor for the Northwest Water Treatment Plant has failed to meet scheduled milestones for expanding the plant’s capacity and implementing a reverse osmosis (RO) treatment system.

Despite the county’s support, key tasks remain unfinished. If the contractor cannot complete the project, the county has asked the surety (the company guaranteeing the contractor's performance) to take over and finish the job.

A new completion schedule is being developed by county staff, consultants, and the surety, though a timeline is not yet confirmed. Officials hope to have the updated schedule by summer.

County Manager Steve Stone emphasized the importance of completing the project correctly, noting its significance in removing PFAS from the water supply. He reassured residents that the project’s $167.3 million cost and customer rates will not be affected by the delays.

Leland Central Park Concept Seeks Council Approval

Plan for Proposed 50-acre park for Leland

A group of residents is proposing Leland Central Park, a 50-acre development featuring green space, walking trails, tennis courts, an amphitheater, and surrounding retail and restaurant areas. The project has strong community support, with 95% of nearly 300 surveyed residents in favor.

Led by former engineer John Wozniak, the project is estimated to cost \$35–\$50 million. Funding could come through a tax increase or, preferably, general obligation bonds that would spread the cost over 20 years as the town’s population grows.

A private developer has already shown interest in the concept. Wozniak and fellow supporters plan to present the idea to Leland Town Council at their next meeting.
